Please Help Me Identify These WHFS Songs

This one is posted to YT, cassette recordings off of WHFS, WDC, Bethesda, and Baltimore from 1979-1991.

"I Can't Wait"
This song from September of 1980
Sounds like Aussie Garage or Indie of that era.

Many of these were figured out but this one has everybody stumped.
SQ noise suggests that this is either a reel-to-reel or home cassette recording.
No groove noise.
