I think so

It's been a long time since I first heard this audio sample.
I think it's been around 2006.
I can only figure out (since the singer repeats it twice) "Like A Wind" or "Like The Wind" that it could be the title of the song.
It's like Alternative Pop Rock song with a dark tone similiar to Post Punk and Dark Wave.
I would say it's around from 1985 to 1988.

Something makes me think that this song was recorded by some Russian or Polish band. If you listen to Polish or Russian darkwave songs, you will notice that the tone of voice is virtually identical to Like the Wind.
