The ThisIsNoRetro.com (formerly RememberTheEighties.com) site has the latest Stephen Mallinder interview in which he briefly answered to the Mute's recent CV reissues question as well:

CV were never electropunk or, for God's sake, technopop. That belittles their various phases. But slap some trite labels on it if marketing so requires.

Normally I would agree that marketing departments often force trite labels on projects, but given that both Richard Kirk and Daniel Miller were so involved in this compilation, they must have been comfortable with those labels. Certainly Groovy, Laidback And Nasty was House music verging on technopop (although to be fair, that album was five years beyond the scope of this compilation).

I guess that both Richard H. Kirk and Daniel Miller wanted to attract younger generations of listeners by naming the compilation the way they did as well, although it wasn't their initial intention at all. Electropunk and technopop, both labels have been used in the electronic music sphere quite often over the last ten years or so, along dubstep and EDM. The compilation's title suits today's both, music climate and marketing standards perfectly. But I would never site CV technopop myself at all either.
I like how you described the 1990's "Groovy, Laidback And Nasty" album sound which is just it actually was, rewind. All - house, pop and techno. Hopefully Richard H. Kirk would reissue it as a deluxe CD/DVD set one day too.

I really hope they'll get around to paying some attention to their later catalogue. I for one would like to see deluxe editions of "Code", "Groovy", and the later albums. Maybe even a compilation similar to this one with the seven-inch mixes and some other related releases. Doesn't seem like it's going to happen though.
