"Children waiting for the day they feel good
Happy birthday, happy birthday
Made to feel the way that every child should
Sit and listen, sit and listen
Went to school and I was very nervous
No one knew me, no one knew me
Now on teacher tell me what's my lesson
Look right through me, look right through me...."

"Mad World", Tears For Fears. First thing I thought of.

Although it's not "new wave" it is from the 80s - Weird Al.

In "Secret Oktober" (BSide to "Union of the Snake"; totally different sound and style) by Duran Duran, Simon sings:

wise
in a birthday party
in a world full of suprises
fireworks and sudden silence....

Not new wave, per se, but Elbow Bones & the Racketeers had a song called "Happy Birthday, Baby" from their one and only album, which had August Darnell (from Kid Creole & the Coconuts) all over it. Incidentally, any Kid Creole fans who had never heard this album should certainly seek it out; it sounds just like a Kid Creole album (August Darnell's influence, no doubt).
