All i can think of is The Stoene Roses' Elizabeth My Dear.

This is pretty easy to figure out just by sorting in iTunes. Beyond that, one that immediately came to mind for me is "Bright Side of the Sun" by Men Without Hats.

I always used the Undertones "Casbah Rock" (no relation to the Clash tune which came out much later) to fill out the last bit of any new wave mix-tape I was making where I had less than a minute left.

Maxell XLII of course.

For an actual song and not just some outtake, I think it's 14 seconds for stuff that I have - The Cure, "Hello I Love You (10 sec version)", on Join the Dots CD2.

Altered Images did a 10 second promo song that said "Happy New Year-Happy New year" to the melody of their song "Happy Birthday."
